NEG rep removal request

Couldn't find the right section for this but here we go.

Backstory:
I messaged him to buy a paypal account from him. Asked a basic question:
"Can it receive money via g&s with no hold?"
His answer was "idk nigga, buy to find out"
I replied how professionnal, what a service.
Then he began saying he fucked my mom, daughter, etc.
Then i left him a -rep.
Then he:

1. Called me a scammer (when i wanted to buy from him, not vice versa)
2. Left a neg rep out of spite
3. Left a negative vouch on one of my threads, completly unrelated to what im selling, basicly ruining sales.

Please address this situation.

Tell him to show the proof please. He is lying  bro. I never said that. he rep me neg and tried to blow my tele channel because i denied  his  proposal.  

Let me describe the thing first, @Spoofless texted me in my telegram and asked for no hold goods&service payment supported paypal and i answered him that i am not guaranteeing that it will be no hold 100%  but as my previous experience they paypal can handle goods&service. 
Then he told me that make a goods & service payment in  your paypal and  show me without confirming the deal. and i denied that proposal and said bro i  clearly told you i am not guaranteeing that it will not  get hold and its final. if you want it tell me or  don't buy from me. Am i said anything  wrong here? then he started to threatening that he will blow my telegram channel with fake join and he did it. it's not a crime to do so according to the forum terms? this is one thing

The second thing is because i denied his proposal he gave me negative rep and vouch in my profile without any valid reason!!! Is this not a crime? 
Can he prove why he did so? can he show any actual logic behind this? What i did wrong?
