Maybe most of people here doesnt care as isnt something obvious.
But letting people without any upgrade to rep or vouch other members may break the system itself as anyone can make accounts and give +1 to someone or -1.
As the staff is aware, ive been getting mass negative repped (x20 neg reps) by fresh accounts (want to thank the staff who deleted all those fake rep) which is a pain not just for me ( who i might lose some sale) but for the staff who is spending time deleting it as the ppl can keep doing accounts or using old ones until they get bored.
Also even if this is a pain, theres a worse one. Im sure that there is people onsite who has given itself some positive rep for make his product/service look better which could lead on a scam or similar.
