After i paid him 30$ for youtube upgrade, he can't do the upgrade, and won't refund me because of "TOS".
I can't recommend.

You asked me for a card, and I gave you one. It's a virtual card, and the terms of use clearly state that refunds are not accepted. Please don't interpret it incorrectly.
