This works in every country, but very risky. I know 3 people who got arrested by Bundespolizei because of this method. Luckily none of their charges stuck, because they paid the 100/200€ refundable deposit, which the hotels kept in the end. Because of this, they were able to say that a friend told them the hotel was booked by deposit, the remainder which they "paid" on check-in.
