Calls within Russia from a 900 number you can not give any telephony. If someone offers you this service, then you should know that this is a ploy of scammers. There is a similar situation with 911 number in the ***. Virtually all carriers will accept calls displaying your 911 Caller ID. But outside the U.S., calls can be made even from 1 (234).
