Award Order Bug

Not all awards seem to be moveable.

Bug hunter & Lucky award seem to be unmovable. Not sure if there are more.

Bonus bug: The "Save Changes" button doesn't seem to work either.
Tried a couple times, refreshed. Cleared cache. But no luck.
