I agreed to buy 30 accounts, but since this market is full of scammers, I decided to make a partial payment first (BTC), and the rest later (USDT) after receiving part of the accounts.
 
I paid $36 in BTC, which corresponds to 9 accounts at $4 each. After receiving the payment, he refused to deliver even those 9 accounts, saying that the money went to his supplier and that he would only deliver after the full payment.
 
This makes no sense from a buyer’s perspective. I paid for part of the order and expected to receive the corresponding accounts. Instead, he kept the money and demanded the rest before delivering anything.
 
If the staff/admin prefers, I am willing to send the remaining payment to a trusted middleman or directly to staff to ensure the transaction is safe. I'm not going to trust this guy with the rest of the payment.
 
At this point:
 
I paid $36
I received nothing
He refuses to refund the money
He refuses to deliver the accounts for the amount already paid
I believe this clearly shows bad faith on his side.

So you wanted to pay partially without telling me? And you assumed that I am also a scammer before we even did the deal? Even if you bought from me before.

Also you stated you are going to pay for only 9 accounts after you sent the money, so that makes your statement pointless...

I refused to send 9 accounts because I couldn't get them myself, my supplier only applies bulk orders ( not only 9 accounts ). Money went to supplier, order is still ongoing, so its possible to continue the deal

This really makes no sense from seller perspective. He stated that he wanted to buy 30 accounts first, I agreed, then he sent $36 out of nowhere and said that he can pay partially without me even agreeing to that... Also the money is not on me like he says it is

I will think about continuing the deal with this guy, he sent messages to all kind of chats and marketplaces that I am scamming while I'm clearly not.

At this point:

I didn't receive $36
Unable to continue order with supplier ( $84 more needed for order to complete ) 
I didn't refuse to refund money if I didn't even receive any money, it went on suppliers order because I thought he will be sending all $120 to that btc address. But he didn't even tell me how much is he sending and he sent $36 out of nowhere
Couldn't even send him accounts because I didn't receive them either because of him not paying the full amount

I ask the staff to review the conversation screenshots carefully.
During our conversation, I asked for the BTC payment address, and he immediately provided this address:

Before sending the payment, I clearly stated:
Quote:"I'll send what I have in BTC first, from 9 accounts. I'll pay in USDT later."
This message was sent before the transaction, meaning he was aware that I was sending a partial payment first.
Despite that, he did not object and did not say that partial payments were not allowed. Instead, he proceeded normally and even provided a USDT address afterward, which indicates that he accepted the payment structure.
After the BTC payment of $36 (9 accounts) was sent and confirmed, he suddenly changed the conditions and said:

However, this requirement was never mentioned before the payment was made.
At that point, I asked either for:
  • the 9 accounts corresponding to the payment, or
  • a refund
Instead of resolving the situation, he stated multiple times that:
Quote:"you can't get anything unless you send more"
This means he is holding the $36 payment while refusing both delivery and refund.
He also claims that the money went directly to his supplier and that he never received it. However, this explanation was never mentioned before the payment, and the BTC address was provided directly by him during the negotiation.
If partial payments were not acceptable or if his supplier required a full order, this should have been clearly stated before providing the payment address.
Instead:
  • he provided the BTC address
  • the payment was sent and confirmed
  • only afterward he refused delivery
The situation is simple:
  • I paid $36
  • I received 0 accounts
  • he refuses to deliver the accounts corresponding to the paid amount
  • he refuses to refund the payment
I ask the staff to review the conversation and the blockchain transaction and make a fair decision based on the evidence.

@BlackoutCloud clearly stated he would send a partial payment before the transaction was made. @Qarck did not object and provided a USDT address, implying acceptance. The "bulk only" condition was raised after the payment was already confirmed on-chain this is not acceptable. The $36 payment is verified and @Qarck is responsible for resolving this.

@Qarck refund $36 to @BlackoutCloud within 48 hours, or deliver the 9 accounts. Failure to comply will result in account restrictions.

https://imgur.com/ZsiuSAL , just explain to me why you think $36 is on me, and how did you conclude that I agreed to a partial deal? after 2 minutes of my message where I sent my btc address, he says that he can't pay everything at once and sends a txid (which means that he already sent the money without me agreeing to do it partially, in the same minute he told me that he is not able to pay everything at once too which is crazy ), I sent the eth address because I expected him to send the rest but no he expected orders for which he didn't even pay

@Qarck the supplier argument is irrelevant. The transaction was between you and @BlackoutCloud. Whatever arrangements you have with third parties are your own responsibility, not the buyer's. $36 was paid. Nothing was delivered. Nothing was refunded. This is the only thing that matters here.

If the $4/account price was only valid for a bulk order of 30 and you are unwilling to deliver 9 accounts at that price, then you are not entitled to keep the payment. A refund is mandatory in that case you cannot hold the money and refuse delivery at the same time.

Note: the previously stated 48-hour deadline is now void. You have 24 hours from this post to either deliver the 9 accounts or refund $36 in full. No further extensions will be granted. The decision is final.
