People create new accounts to scam buyers, which hurts legit sellers. There should be a rule to ban any account after a certain number of scam reports.

Hey, we appreciate the suggestion. We already monitor for ban evasion and act on it, but as @Eminem pointed out, as long as people are willing to fall for it, this will always be a cycle. No moderation system can fully stop someone determined to create a new account. The only real protection is on your end: never pay upfront to anyone, and always use a trusted middleman service for your transactions.
