New account restrictions - can't create a thread

Hey, I just registered and I'm trying to create a thread in Personal Life, but it's not letting me. Could someone clarify:

• Is there a minimum post count or account age required before creating new threads?
  
• Are there separate requirements for specific sections?

Yes, I did it right now, and opened each topic in the announcement. none of them specify which sections new accounts can create threads in. Could you clarify directly?
