Additional Information: I've bought a Egypt Bank account (Telda). He said that a VPN wasn't necessary for payment, and now he's telling me that I need a good proxy. What's more, payment doesn't work even with a good proxy/VPN and anti-detect browser. I've tried several times and he doesn't seem willing to help me. He knew very well that I needed it to make upgrades.

After reviewing the logs, the product was delivered and the buyer confirmed it is functional when using the correct VPN/Proxy settings. Since the account is operational, no refund is required.

@Brox You are issued a formal warning for providing misleading information. You initially told the buyer no VPN was needed, which was incorrect. Update your sales thread to clearly state the technical requirements (Residential Proxy/VPN) to avoid future disputes.
