I'm not sure if I'm allowed to comment here, but I'll do it anyway.
When people sells "verified" Paypal accounts, it just normally means they've linked it with a CC.
This is not what OP wants. He wanted a fully verified (aka KYC) PP account, which he clearly stated to the seller - not just a CC "verified" account which is what HeavenlyGod has sold him.
A CC linked PP account will still at one point have to undergo CIP/KYC to comply with regulations. When this happens, seller himself said he charges an extra €100 just to upload the documents.
Seller claims he already submitted documents to Paypal before he delivered the account to OP.
I'm curious how he did this, as there is no option to do this without first being temporary limited (for suspicious activity, hitting limits, etc) or asked to submit such docs?
Anyway, if it's true he has submitted docs to Paypal there will be a mailhistory from Paypal requesting more information or docs.
The "welcome to paypal" email he refers to is sent out about 3 hours after creating an account, and has nothing to do with verification.
I'm also curious if seller believes OP will need to re-verify his identity a number of times if he doesn't follow the "stealth" guide or use a proxy. Or if he has to re-submit KYC docs yet another time if he tried to use the linked CC for payments or doesn't first send a few $2 as Friends & Family.
Seller also has some other weird claims, such as the user must build up a browsing history the first days, which doesn't make sense if you're using the app version.
For some reasons the PP accounts being sold here is of so "low quality" you can't even log in to them without a proxy or make transactions from in the first weeks. Why? Because they're not KYC verified.
Buyer paid an extra €40 to get a fully verified instantly. He did not get what he paid for.
