Additional Information: Requested for a car rental to be booked, seller has completed successful car rental reservations in the past. Reservation requested on May 28th, failed on first attempt (May 28th)
Failed on second attempt (May 29th), said car was not available
May 30th, requested for partial payment of $100 (BTC) which was sent (https://mempool.space/tx/002ae6d9bac8e65...0088e9dcad)
May 30th, failed booking again

May 31st, after sending the payment he failed again, asked to try with different names and different locations, I gave him alternative names and locations to attempt the booking, failed again. At this point I informed him of the urgency of this booking 
June 1st, failed again, said there were issues with his tools. I told him I was going to be charged fees by the rental company for not returning the car, because my previous reservation was ending and I was expecting he would have the new reservation completed by this time, since this began four days earlier.
June 2nd, failed again (multiple times), he asked me to facilitate the booking and gave me the tools, I did everything as he requested but it failed again

By june 3rd I told him to give up and requested he provide a different product with the money I already paid him, he was unable to do that.
Note, at this point I had paid him $250 to complete this reservation which was never made, but I did not request the money back yet since I thought he was going to make other arrangements and complete a future booking
By this time, I had to eat the cost of fees for my current rental which was extended by myself, not by the seller, due to it being late

On june 4th i requested an alterative product in exchange for the money I had already paid for the booking which was never confirmed.

June 5th, requested the booking again with a start date of June 8th, no response until the following morning when he did nothing
June 6th, asked for it to be completed, no update
June 7th, asked again for it to be completed, moving it back one day to June 9th to give him more time, says he will do it tomorrow (June 8th)
June 8th, informed him clearly it must be done by 10:00 UTC on june 9th, he says "will sort you out tomorrow"
June 9th, I messaged him one hour after the 10:00 UTC deadline and tell him this needs to be done now, he claims to be waiting on a tool / batch update, even though I requested this order several days prior giving him plenty of time. He usually requests 2 or 3 days of time to complete a reservation.
June 9th, after missing the deadline, he asks for $100 more for his tools to complete the reservation, I paid $100 (BTC) https://mempool.space/tx/4332fa5719a622f...47e5250428
June 9th, after waiting for the payment transaction to go through for a while, three hours after it went through he tells me it failed and won't go through today, I told him I need it done by 14:00 UTC the next day (June 10th)
June 10th, Doesn't even send a message until four hours after the 14:00 UTC deadline and I told him to give up, and refund the payments ($350 total)

At this point, for the next four days, including today, he goes back and forth refusing to refund me. Tried to sell me the other product I previously requested, which he doesnt end up doing, and still refuses to refund. It has now been four days since I requested the refund and he is refusing. Not because he is unable to, he just simply refuses. He has claimed that because a family member of mine owes him a partial balance for a different order, unrelated to me, that he will not refund me, even though he said himself we are being dealt with separately, and he knows that I do not owe him anything.

The entire situation is ridiculous and disappointing since I have made many orders with this seller, over 15 previous orders, many without issues in the past. I have attempted to resolve this with him many times attempting to simply refund the money I sent him but he continues to refuse, which leaves me with no choice but to handle this here on the forum.



To be clear, my problem is not that he failed to complete the reservation, or even that I got screwed on the fees because he was unable to complete it. I understand these things happen. The problem is he would not refund my money several days after I requested it multiple times, and claims because I had a family member who did another reservation with him that was partially unpaid, he would not refund my money, which is unrelated. I have paid for all my previous orders with the seller and the seller knows I do not owe him anything, and knows I paid $350 for this previous reservation which he is refusing to refund, even after I gave him many opportunities to complete a booking before even requesting a refund, even as recent as a few days ago, I asked him to provide other products or services for the money I already paid if he doesnt want to refund me, and he refuses or fails to provide those services, and refuses to refund me.
