Introduce “Janitor 🧹” Rank

Add a janitor rank to combat spam and malicious content on high risk forum sections, shoutbox, and vouches.

Why?

Allows admins to focus on the forums other areas taking a load off them.

Increases the safety, reliability and usability of the forum.
