What offshore registrar cracking forums using to resist takedowns

I’m working on a website and trying to make it resistant to takedowns. What would be the offshore and non-compliant registrar cracking forums like n.to or p.to used/using that kept/keeps them alive for so long?
Or what would be your guess?

there are russian sites where you could buy a vps and host yourself. Many Blackhat websites hosted there but idk if its still good http://2x4.ru/ there are ofc other sites aswell
