Additional Information: I messaged the seller on Telegram, enquiring about a HTX (Huobi) account. He quoted me 50$. I endeavoured to ascertain that the seller could provide the account on the appropriate level, which he produced. Everything looked good so I sent payment for the price that was originally agreed. However, the seller changed his mind and said that the time he spent fact-finding would cost me an extra 30$. I explained to the seller that I could not afford the price hike at this time, and asked for a refund. This was agreed, so I sent my refund address under the original coin used to pay (LTC), also BTC under the request of the seller. However, no funds were sent and now the seller keeps ignoring my messages and stalls on the rare occasions that he responds.
