Seller fails to understand he assured me he had a credit enabled account.

He thinks because he sold me a functioning account without the requested feature that he is off the hook.

Assume I top up the account. It is not guaranteed to get credit enabled. Seller fails to understand that

I tried to get a resolution before reporting him but refuses to refund or replace my account. Now he blocked me and it shows he has no intention to do so
