The $400 is for the labor and the documented hours of work you validated while it was happening. If you thought they were incompetent, you should have stopped the project on day one, not after twenty days of work.
Whether you take the files or not is entirely up to you. But if you refuse to accept the ruled refund amount too, this thread will be closed and you'll get absolutely nothing. Verdict is final.

You are saying "To make me happy" No it's not to make me happy, it's to make a decision that actually makes logical sense.
Your decision is flawed as me approving the UI doesn't mean that the project is done.
I paid for a full project and not for a front-end, if back-end is not working then the whole project is deemed as invalid. Thus I went by myself to create the whole project.
Why did I create the whole project by myself ? Because of a simple reason, TheOlympus could not deliver the project. (The whole project)
Me as a buyer, never agreed to only have the front-end, that was a decision taken by you based on the only argument that - "The work was done"
That is an invalid argument as it would need my approval as a buyer if I wanted it or not since I wanted a full project not a half-finished project.
We are here talking about full projects. Since the whole full project was never done, I have the right to reject the work done and be refunded for it. (Not including the fact that I had to loose my braincells with Olympus Indian developers.) I can not pay $400 for a project I never agreed to accept, as it does not make logical sense, and your argument does not stand here as again I was working for a full PROJECT not for half/half project.
Your decision seems to be biased because of olympus role here on the forum, that doesn't make it right, just makes me loose $400 for something that I never agreed on using.
I want my full funds back.
