All you've posted is an ID string as proof of payment. It isn't a blockchain txid, it doesn't say which service it came from, and on its own it doesn't show an amount, a date or who received the money. You also didn't post any chat screenshots. Being blocked doesn't normally remove the chat history on your side. Right now nothing in this thread ties a 40$ payment or a "creator account" deal to the reported user, and the linked sales thread is for a 10$ KYC service, not a creator account.
