Additional Information: The user provided the service for only 2 days - the website added security and he wasn t able to bypass any security as promised before (right now I ask for his refund he keeps saying that I ask him for bypass which is NOT TRUE, I want my service money back! ) . The service was paid for 21 days. He did only 2, He ignores all messages and does not take this serious. Puts all his reputation in line for 650 bucks like a looser.

Do not trust this kid, he is a simple low class scammer who received luckly 650 bucks and very fast spend it and now tries to delay time so ofc he never refunds.

I want my money back because he did not complete his service as promised and delivered only 3 hours out of 21 days of downtime !

He ran it 2 days of which only 1-3 HOURs it was down. Out of pety I gave this guy 2 days for free and he still is just trying to eat more time and again avoid to refund my 19 days left.  The user himself said that he can guarantee any bypass and shows it in this message above which is again very stupid of him:

Based on the private chat logs, the agreement was clearly $650 for 21 days of downtime, explicitly confirmed by both parties. The seller also confirmed that the service should remain effective even if the target changes servers.

The seller stated before payment that additional protections might require extra cost. However, the seller never stated that:

refunds would not be issued if such extra payment was not made, nor
the buyer would be limited to alternative services instead of a refund.

The same logs also include a bypass guarantee, and the condition that this guarantee would only apply with additional payment was not clearly defined or mutually agreed upon at the time of the agreement.
The chat logs further show that the service was significantly delayed and that even during the initially referenced period, the service was not delivered in the guaranteed manner, as stable downtime was not maintained.

The seller has since stated that the service will not continue without extra payment. The buyer is not requesting any additional or alternative service, and is reasonably requesting either fulfillment of the original agreement or a refund for the undelivered time.

Operational costs such as proxies or infrastructure were not agreed upon as buyer-paid expenses and cannot be used to justify refusing a refund.

This case is classified as failed service delivery.
The seller is required to refund the undelivered portion (19/21 days).
Failure to comply may result in the scam report being upheld and further staff action.

@syn0 Refund is the default outcome for undelivered services, no-refund must be explicitly stated to apply. You have 24 hours to issue refund.

@syn0 You stating that extra protections may require additional payment does not remove the obligation to refund undelivered service time.

Operational costs, time spent, or resources used are the seller’s responsibility unless explicitly agreed as buyer-paid expenses.

The agreement was $650 for 21 days of downtime, and this amount was accepted.
If the service cannot be completed under the agreed terms and you are unwilling to continue without extra payment, the service is considered not delivered.

Refunds do not need to be guaranteed in advance.
A no-refund policy must be explicitly stated to apply. This was not done.

You are required to refund the undelivered portion.
You have 24 hours to comply.

I didn't stop the job. I offered to finish it with the new bypass needed. The buyer refused to pay the extra cost and now wants a refund.
He's ending the deal, not me. I'm ready to complete the 21 days if he covers the new work required. No refund is owed because I didn't fail  the conditions changed, and he won't pay to adapt.
You can't expect a $650 price to beat every upgrade the target makes later. That's why I said "some bypasses might cost" upfront.
