Additional Information: I bought a PayPal account from him, but my condition was that the account must be fully verified and has NO SENDING LIMIT and he agreed and said yes i have!
after around 2 hours he delivered an fresh account that only has vcc linked and no documents uploaded and still has the sending limit. after i asked for a refund he said you didnt followed my guide xD ( after he told me that he has an account that has no sending limit and all good ) so basically he was just waiting me to pay to say that.

Hello, this is a fairly easy scam report to solve.
First of all, I want to say that I am a big name in the PayPal Stealth Industry and I've sold over 500 accounts already, and every single one of my customers were satifisied with my account's quality.
Every single customer has to follow my exact stealth guide in order to have a long-lasting paypal account, otherwise their warranty is voided. People who have followed my guide have managed to ran even amounts such as 20.000$ through my accounts.

• OP states that he's condition was that the account has no sending limits, I told him they are no sending monthly limits, which is true. PayPal allowed you to send maximum $60.000 per transaction, which we can find by a simple Google Search
  

• He managed to get his account banned within the 24h warranty period, but his warranty was voided. And the reason for that was:
  

1. He has failed to follow my Stealth guide, my guide clearly states that he must use a proxy designed for PayPal Purposes, and failure to do so, will void his warranty. He has logged in without a proxy, and PayPal Security flags have been triggered!
   
2. He has tried to send a transaction over a few thousand dollars, but however, he has never linked any credit card, nor he has topped up money into his PayPal Balance account in order to complete this transaction! With this, he has violated 2 more rules of my warranty policy. Them being: - triggering security checks because of wrong behaviour and - not following the rules.
   
3. My theory is either: he has tried to bin PayPal, which is against my rules, or he has tried an exploit to withdraw money from the card that was already linked to the PayPal Account in order for me to finish Verification.
   
4. My guide clearly states, that in the first 1-3 days he must build browsing history, on a new device in order to receive payments
   
5. My guide clearly states, that in the first month he must makes sure that all the transactions are below $120.
   
6. My guide clearly states that he must age the account by sending 2-3$ in FnF transactions, and gradually increase that amount in order to age the account.
   

He has failed to follow every single stealth rule from my stealth guide, therefore his warranty was voided, and he wasn't eligible for a replacement!
- I can send my stealth guide to an admin, for him to see that everything I said above is clear listed in my listed guide, and also proof, that he has received this stealth guide along with his account and he was told to follow it.

Also, in my marketplace thread, it clearly says "When buying a PayPal Account from you, you automatically agree to my TOS, and you're required to follow my stealth guide."
Then my TOS also clearly states that "You must follow my stealth guide, else warranty will be voided. You can't use the accounts for illegal activities."

The account you sold me was not “Verified” as shown on Google.
“Verified” means that you should have uploaded all the required documents that PayPal asks for in order to lift the sending limit — which you didn’t.

My need was very clear. I asked you for a fully ready account with the documents uploaded, and you said that you had one. I asked you multiple times in the chat about the sending limit, and you also said that it had no sending limit. I even tried to send funds from the already linked card to test if it truly had no sending limit, but I found that it did. You did nothing special for me — you sold me a fresh, ready EU PayPal account, which I could easily make thousands of daily on my own. My request was clear: the account needed to be fully ready and verified — which it was not. You also didn’t upload the documents as you claimed in the chat. The PayPal account isn't banned, but when you try to send funds above the limit, they simply ask for proof of address, ID, etc. So, in short, you lied to me and sold me a useless PayPal account that doesn’t meet my needs.

Dear Administrator, the account was delivered fully verified and with the documents submitted. 
By him, not following my stealth guide, and mainly because he's been doing illegal activities, he has triggered paypal security flags and that's why it asked him for more documents, in order to re-verify the account.

I'm not sure what calls are being made here, but my policy is strong and should have a strong word in this. Numerous people have tried to get their money back, because they were incompetent and thought rules don't apply to them, yet I never lost a case on the old forums, when Lucas or Liars were making the choices!

Please review this again, and if u think so, I can mostly do a replacement, 
If not, feel free to ban me, since I can't be held responsible for every single customer that's not following direct rules and policies that comes with a PayPal Stealth Account!
On the other platforms, I would have never be told to refund, when he clearly broke my rules! And if you guys think otherwise, this is not the platform that I wish to be on!

"Illegal activities"? XD Are you seriously trying to shift the blame now? I just opened the account and tested it by sending funds using the credit card you linked — and immediately received an email from PayPal demanding documents to lift the sending limit.
Let’s be clear: you lied. You promised a fully verified account with all documents uploaded — but I’ve checked every single email from PayPal on the Gmail account, and there is zero proof that you uploaded anything.
What you gave me was a fresh, unverified account — nothing more. You deliberately misled me and failed to deliver what was promised. Stop lying and take responsibility for what you sold.

What do you mean you tested by sending funds from the credit card I linked?

That card is only for verification purposes, you are not allowed to try exploiting it to withdraw money from that bank account! That is bad behaviour and illegal activities, and you've just admitted to that. 
It clearly states in my stealth guide that warranty is voided when:
You are triggering security checks because of bad behavior, and you did that when you tried to withdraw money from my own card that was linked there just to finalize the paypal's verification.

And you logged inside the PayPal account, without a proxy, which also led to the account limitation.

The account was fully verified and ready to go at the time of the delivery, your actions and decision of not following my stealth guide lead to the limitation.
